Marvel U.K.'s big push.
In the late eighties and early nineties, Marvel U.K. really took off. They created their own imprint, and for the first time published comics in the style of the American branch. They created a whole British subset of the Marvel Universe, with villains such as the Mys-Tech board challenging heroes like Death's Head, the Knights of Pendragon, Hell's Angel and Motormouth. While this was a short lived period it established a strong mythology of Marvel U.K. characters.
Two of the pre-existing U.S format series, both of which had been successes, underwent revamps to make them more palatable for the superhero-dominated U.S. market, and easier for new (U.S.?) readers to jump on.

and new enemies...
Shortly afterwards came a horde of titles with brand new characters, all of which suffered under the weight of an incredible number of cross-overs with popular U.S. Marvel characters, as a way of trying to establish sales.
