Comments: There appear to have been two distinct Australian characters called the Shadow.
Thanks to Dansen T.Stahl who provided the following information, gleaned from an old fan magazine "Rocket Blast Comi-Collector".
"Costume: Jodhapur pants. Tall leather boots. Belt with two pistol holsters. Wide-cuffed gauntlets. WWII aviator's cap with goggles and hanging cloth covering his face {like the mask on Grifter of WildC.A.T.s}. Long-sleeved leotard {with waist section under the pants} with a circle in the middle of the chest and a very stylized "S" occupying much of the circle. This Aussie version was drawn by Len Lawson and appeared as the back up story in a comic having the strange title "the Rubber Foot Mystery". He was, in reality, Buster McLeod of the Sky Patrol, a police squadron. He left a card on his victims that bore his silhouette and "S" symbol. He had no powers." The original contributors to the magazine were John Ryan and Howard P. Siegel
CLARIFICATIONS: Not to be confused with
The Shadow, archetypal dark avenger of the night from the Pulps
The Shadow, Victorian era crimefighter from Hurricane
The Shadow, the other Australian hero of that name
Shadow, UK Ultra Knight
