History: (Human Torch Comics #2, ga) Apparently distressed by the crime he saw daily, Assistant D.A. Carl Burgess created the costumed identity of the Falcon, so that he could fight them outside the system as well as within it.

Comments: The creator of the Human Torch was Carl Burgos, so considering where the Falcon first appeared, the similarity in names was unlikely to be coincidence.
