Powers/Abilities: Good fighter. He may also have had some sort of extra-sensory power that allowed him to know when and where a crime would be committed, so that he could be present in time to witness it happening.
History: (Mystic Comics #7-9) The Witness made his debut punishing criminals who broke the law or harmed innocents. Either through personal choice / code, or because of some deeper reason, he would stand back and watch uninvolved until after his targets had actually committed an offence before intervening, even when their actions made their wrongful intentions clear in advance. However once the crime was perpetrated, nothing would stay his wrath, and he had no compunctions about killing his foes.
