History: Julio Gonzales was a sociopathic serial killer who suffered from the delusion that he was the Red Cougar, a Native American chieftain with a divine mission to eliminate the impure. After murdering dozens of homeless people, he was captured, convicted and given multiple life sentences. A conspiracy within the government, looking for assassins with a certain genetic structure, had him pardoned, brainwashed to be loyal to them, and put through plastic surgery to make him unrecognisable. He then underwent the Morituri process, which granted him superhuman strength, endurance and (most notably) speed. Gonzales was codenamed The Wind because of this latter power.

His first target was Revenge, one of the Morituri soldiers who had recently won a war with the alien Horde, but that target evaded him. The Wind was next sent to kill the Prime Minister; he easily penetrated the compound protecting his target, and after successfully completing his mission, the Wind began to kill everyone within the complex. The surviving members of Strikeforce: Morituri, alerted to the assassins sent after them, caught up with him within the base. At first the Wind toyed with them, using his great speed to attack them, while easily evading their much-slower counter-attacks. However he failed to reckon with Revenge's power, which allowed that Morituri to explosively charge anything he had made contact with; so long as he had touched it, he could detonate it, regardless of how fast it was moving. After the Wind struck him, Revenge used his power to make the assassin blow up.
