History: Sailor Pluto was placed at the Gate of Time by Queen Serenity. It was her role to guard the gate and keep all those, except certain special cases, from using it to break the time travel taboo. She watched from her post as the Silver Millennium died and lived a rather lonely life. She has a special bond with Chibi-usa who views her like a second mother. She has one taboo that she can not break or her life is forfeit: using her power to stop time (in the Manga she does this at the end of the R arc and so the Sailor Pluto we see in S is not the same incarnation , but in the anime she doesn't do this and it may be). Later (Sailor Moon S) her duty to keep the solar system safe from external threats over-rides her orders to stay at the Gate of Time and she assumes the identity of Setsuna Meiou. Later (at the end of S) she once again stops time and dies again, however she eventually returned (in the SuperS manga arc and the Stars TV arc - since she is a time traveller they don't really feel the need to explain how all her different incarnations fit in, since once her re-incarnation re-awakens she could just time travel to take the place of the one who just died).
