According to some sites online Warcat's real name is Gary Becker and his powers are technological, specifically coming from a suit like Iron Man's. I can't rule this out, but neither can I confirm it, since Warcat has two (to my knowledge) appearances, and I only have one of them, Warcat#1. In that issue no civilian name is mentioned (he presumably has one; we just don't learn it), and he appears to transform his actual body, not don an armored outfit; it is possible however that the Ashcan included these details. Of course, it's also possible that this was something mentioned in interviews or press releases but then changed before the comic was published, or just straight up made up by someone online and then parroted by sites that didn't check the actual comics.
Formula Force are a team of four superhumans; they were pictured on the back cover of Warcat#1 but not in the story itself, so details on them are scant, but the Ashcan's cover shows them fighting Warcat, so I'm ASSuming they are foes of his, or at minimum heroes tricked into initially fighting him (as superheroes are prone to do when first meeting one another).
Appearance checklist (not including reprints): Warcat#1, Warcat Ashcan#1
