Powers/Abilities: Skilled hypnotist and disguise artist. Often armed with high tech devices.
History: The Phantom Blot is a spy who dresses all in black, with a silhouette like that of the stereotypical "sheet ghost." His name comes from his signature that he leaves at the scenes of each of his crimes, a blot of ink. He has battled Mickey Mouse and Super Goof on occasion. His true identity remains a mystery; even when captured and imprisoned he tends to retain his mask.

The Phantom Blot briefly had his own comic from Gold Key starting from October 1964. It ran seven issues. He also turned up in Duck Tales episode "All Ducks on Deck" on November 16th 1987, his first on-screen appearance, voiced by Peter Cullen.
