Powers/Abilities: Superb fighter. Detective.
History: A Canadian crimefighter and superspy, the Penguin wore a bird-like mask, white tie and tails as his costume. His identity was never revealed to the readers (but see notes), and although his foes regularly unmasked him, none of them ever lived long enough to reveal his name.

The Penguin was renamed The Blue Raven when Bell Features attempted to break into the U.S. market, so as to avoid legal battles with National Periodical Publications, who published Batman.
Thanks to Mack Murdock for sending me the image of the Penguin being unmasked. Mack also informed me of the Penguin's true (?) identity - "In WOW comics #30, The Penguin was revealed as Bruce Baron, a affluent neo-socialite. While fans believed this to be another of Dingle's red herrings, the series ended before it could be fully determined whether or not it was true."
