History: In a future united Europe, the evil Androtti sells Venice to the Japanese in return for the plans for an almost invulnerable cyborg supersoldier, Caesar. But a rebellious engineer implants the killer device with a chip which causes it to proclaim itself a superhero and defender of justice.
